Everton rejected a £25million offer from Chelsea for Barkley yesterday as it was below their asking price of around £50m.
Barkley has one year left on his contract and told the club he not be signing a new deal.
But it appears his future does not lie at Stamford Bridge.
He said on BBC Radio Five Live: “I don’t mean to be the bearing of more bad news for Chelsea.
“[But] Barkley has turned down a move to Chelsea tonight.
“Not official. Don’t know whether that opens the way for a move to Tottenham or to stay at Everton.
“[But] the information I’m receiving is that he has rejected Chelsea.”
Spurs could now be favourites to sign Barkley but are running out of time to complete a deal.
Barkley’s hamstring injury could complicate matters as he is likely to be able to pass a medical.
